First of all, the developer will need to find a suitable place for construction. When choosing, one should take into account not only the location of the site, but also the existing infrastructure. The availability of free plots can be clarified by contacting the municipal architecture authorities. In accordance with the Urban Planning Code of the Russian Federation, each of them has created an Information System for Supporting Urban Planning Activities, where, for a certain fee, you can get a certificate about a particular site. Such a certificate should contain a situational and topographic plan of the site, on which all access roads, the presence and characteristics of engineering communications, encumbrances and restrictions are marked.
Step 2
If the site is in municipal ownership, it can be put up on your bid, and you can purchase it on a competitive basis. The sale and purchase agreement will be the basis for obtaining a title deed for this land plot. Confirmation of your rights to land is a Certificate of state registration of the right to a land plot, which is issued at the territorial department of the Federal Register at the location of this property.

In a specialized design organization that has an appropriate license, it will be necessary to order design documentation and obtain a feasibility study for a project for the construction of an apartment building. For the construction of an apartment building, the project documentation must undergo a state examination, about which the developer is issued an opinion. After that, in order to confirm the compliance with the design documentation, it is necessary to order the implementation of the town planning plan in the architecture authorities. This document gives the developer the right to carry out construction work on this land plot and obtain a building permit.
Step 4
In the event that, on the basis of agreements on shared participation in construction, the developer plans to attract funds from citizens, these agreements, concluded in writing, must undergo state registration with the Rosreestr authorities. Failure to register is considered an administrative offense.
Step 5
When the house is actually built, the developer must obtain permission to put it into use. It is issued by the executive authorities of the constituent entities of the Russian Federation.
