Check the legislation before attempting to queue. So, for example, according to the Law of the Moscow Region of December 12, 2005 N 260/2005-OZ "On the Procedure for Keeping Records of Citizens in Need of Residential Premises Provided Under Social Hiring Agreements" (adopted by a resolution of the Moscow Regional Duma of November 30, 2005. N 7/160-P) (as amended on December 5, 2008), families that are recognized as poor have the right to receive free housing.

However, even if you consider yourself insufficiently wealthy to get on the waiting list for housing in the Moscow region, you need to meet the following norms: have no more than 8 square meters of housing per person (and you should not have a summer house, other real estate and vehicles), be able to prove that within the next 18 years you will not be able to afford to buy an apartment on your own with your earnings, while you must live and be registered in the region for at least 5 years.

If you fit all these conditions, you need to collect the relevant documents. This package includes an identity card, documents confirming your status as a poor family, certificates of income and family composition. After that, they need to be referred to a special housing commission, which, on the basis of its decision, will determine whether to put you on the waiting list or not.

If the commission makes a positive decision on your question, then you will only have to wait until your turn comes up. It can last 10 or even 20 years. But according to existing standards, you will receive in return your 8 meters per person from 14 to 18 squares. The most likely to get housing are those who joined the queue before March 1, 2005. Because those on the waiting list who managed to provide documents before this date are the first in the queue. And, therefore, they will soon celebrate housewarming. And everyone else will have to endure.
