Step 1
Conclude a lease or sublease agreement with the person you are registering for and stipulate mutual rights and obligations in it. However, this is an optional requirement. The need for a document depends on your relationship: with relatives and friends, as a rule, they agree orally, but in other cases it is better to play it safe and sign an agreement.
Step 2
Prepare documents for contacting registration authorities. Fill out the application for registration at the place of stay in 1 copy and the arrival address sheet in 2 copies. The forms can be obtained from the department of the Federal Migration Service or downloaded from the official website www.fms.gov.ru. You can also use the services of the passport department, which will draw up the necessary documents for a reasonable fee.
Step 3
In addition, you will need passports or other identity documents: yours and the person you are registering. If you have made the decision to enter into a contract of employment, take it as a basis for registration.
Step 4
Apply with the documents to the passport office of the housing maintenance organization. Fill out the arrival statistics sheet, and if there is no rental agreement, sign the application for the provision of accommodation.
Step 5
If your apartment is in common ownership or you live in it under a social tenancy agreement, all owners and family members of the tenant must express their consent to temporary registration in writing, except when it comes to registering children under the age of 14.

The registration authority will review your documents within 3 days and issue a certificate of registration at the place of stay. It can be obtained by the applicant himself or the owner (tenant) of the dwelling in the passport office of the housing maintenance organization.
Step 7
You can also register by sending documents by mail. The set of documents must include an application for registration at the place of stay, an arrival address sheet, an arrival statistics sheet, copies of passports and a document serving as the basis for registration, which must be certified by a notary or a housing office.
Step 8
In addition, you can submit an application and all the necessary documents through the Unified Portal of Public Services www.gosuslugi.ru.
