The very first step is obtaining a birth certificate. In order to register a child with parents, the consent of the rest of the residents registered at this address is not required. Write a statement addressed to the head of the local police department with a request to register the child. Verify the statement with the head of the housing office - and that's it. If the parents are registered in different places, and you want to register the child with the father, you will need even more documents. As usual, you will bring the passports of both parents, marriage certificate, birth certificate, a certificate from the mother's place of residence that the child is not registered with her, and a copy of the birth certificate.
