A passport of a citizen of the Russian Federation can only be handed over to law enforcement agencies, in particular, to the migration service in connection with the replacement with a new identity document. Any other requirements to “hand over” the passport are illegal.

Necessary

  • 1. Application in the form No. 1P, filled in manually or by typewritten method.
  • 2. Birth certificate.
  • 3. Two personal photographs in black and white or color, 35 × 45 mm.
  • 4. Military ID, birth certificates of children under the age of 14, documents confirming registration at the place of residence, marriage registration certificate, divorce certificate.
  • 6. Receipt of payment of the state fee.

Instructions

Step 1

The passport is returned to the department of the migration service in case of replacement. The passport is changed for four reasons: the citizen has reached the age of 20, 45, and also in connection with the loss or change of the setting data: last name, first name, patronymic.

Step 2

To submit a document for exchange, a citizen needs to contact the "passport office" or the FMS in person and write an application in the form 1P, as well as attach documents that are the basis for the exchange: a marriage certificate or its dissolution, a court decision, a damaged old passport or the same coupon issued by the police, which indicates the loss of the "previous" passport.

Step 3

The term for producing a new passport is usually 10 days, if necessary, the migration service employee will issue a temporary identity card for this time.

Step 4

The passport may be offered to be deposited in case of conviction of a citizen to serve time in a correctional institution, as well as in case of conscription into the army, but the country has been moving away from this practice in recent years.

Step 5

In other cases, it is illegal to withdraw the passports of a Russian citizen. In particular, there is a myth that a court can deprive a person of Russian citizenship, and therefore demand that he "surrender his passport" immediately. This is fundamentally wrong, a passport is not a party card - they don’t give it up. No one can unilaterally deprive Russia of Russian citizenship, withdrawal from citizenship is a long and difficult process, which few people decide on even in cases of leaving abroad for permanent residence.

Step 6

Various requirements to surrender a passport as security for a deposit for an inventory taken, for example, are also illegal. Citizens unknowingly voluntarily leave an identity document, but, according to the law and regulation on the passport of the Russian Federation, they are not obliged to do this.
