The problem of parking is becoming more and more acute in large cities. The number of parking spaces in parking lots and garages is much less than the number of cars themselves, so many motorists are forced to violate existing parking rules. To change the situation for the better, lawmakers decided to change the parking rules.
Since July 1, 2012, the following amendments have been made to the Code of Administrative Offenses: fines for parking and parking in the wrong place have increased, evacuation of cars has become paid. The amount of the fine and evacuation fee is set by each region independently, sometimes the increase has reached an amount 10 times higher than the previous amount of the fine (for example, in Moscow, the fine for incorrect parking from July 1, 2012 is 3,000 rubles).
The evacuation and storage of a car has become a paid service for motorists. If earlier the struggle with the help of the evacuation of the vehicle was more educational in nature, and the costs were borne by the state, now, in order to get the car back, the owner will have to pay a fairly large sum (in Moscow, the cost of evacuation from July 1, 2012 is 5,000 rubles).
The measures taken are intended to tighten parking rules and raise the awareness of car owners, since improperly parked vehicles often greatly impede traffic. However, the authorities did not stop there.
On November 1, a new bill proposed by the Moscow government comes into force. It will somewhat change the rules for parking cars in the capital: in the central districts of the city, parking lots marked right on the road will begin to operate. Parking in the marked areas will be paid (50 rubles per hour), and from January 1, 2013, such parking lots will appear in the boundaries of the entire Boulevard Ring. The bill also provides for fines for non-payment of parking (2,500 rubles), for twisting numbers from a car, which makes identification difficult (5,000 rubles), for other violations (1,500 rubles).
They are trying to solve the parking problem in another way. Several times a bill has been proposed for consideration by the State Duma that would allow parking in prohibited places on weekends and at night. On the eve of the Duma holidays, LDPR deputies submitted such a bill for consideration. If it is accepted, parking under the sign will be allowed on weekends and holidays, as well as at night (from 23.00 to 7.00). For example, such a solution will be relevant for organizations and government agencies, parking in front of which is needed only during working hours, and the rest of the time it is empty.
