Step 1

On the last working day of the dismissed, on the basis of documents confirming the termination of employment (application, order, entries in the personal T-2 card and personal account), invite the employee to the personnel service, HR department, or directly to the head of the organization. Make notes in the "Book of accounting for the movement of work books and inserts to them" and familiarize the employee with them against signature. Give him a work book with a note of dismissal.

Step 2

If the employee does not appear to receive a work record book, on the day of dismissal, send him a notice by mail (a valuable letter with acknowledgment of receipt and a list of attachments). If the employee does not object to sending the document by mail and sends a response letter in any form, then send him a work book with a note of dismissal, and in your personal file attach the drawn up act on the impossibility of receiving the signature of the dismissed employee.

Step 3

Get a power of attorney from the representative of the dismissed employee for the right to transfer the work book to him and give him documents that, for whatever reason, cannot be taken by the dismissed employee. Such a power of attorney must contain information about the authorized person and the guarantor: surnames, names, patronymics, addresses, passport data, validity period. It would be best to obtain a power of attorney certified by a notary or from persons authorized to do so (for example, heads of hospitals and medical units, heads of places of detention, authorized representatives of social protection bodies). Pay special attention to ensure that the document is not expired.

Step 4

In the event of the death of an employee, hand over the work book to one of his relatives. To do this, make sure of the recipient's authority: check the passport, as well as documents confirming relationship with the deceased employee (for example, marriage certificate, birth certificate, etc.). Be sure to include in the employee's personal file a copy of the death certificate and a receipt from a relative that he received the documents of the deceased employee.

Record the employee's refusal if he strongly disagrees with the termination record. To do this, on the day of dismissal, draw up an act of refusal to receive documents with the involvement of two witnesses (in any form).
