A social tenancy agreement is concluded between the owner of the home, represented by the municipality, and the tenant, who was given a living space on a first come, first served basis. The conclusion of the contract is governed by section 3 of the Housing Code of the Russian Federation.

Instructions
Step 1
Contact the Housing Policy Department of your local municipality with your identification documents. If you were informed in writing that your turn for housing has come and you are provided with an apartment, then it will be formalized under a social employment contract.
Step 2
The contract will be concluded with an adult, capable family member. In addition to the passport, you must submit an application for the conclusion of the contract, the passports of all family members who were put on the waiting list for receiving social housing with you. Show birth certificates for children. You will also need to present a certificate of marriage or divorce, an extract of the executive order on the provision of housing, an order, if you have already been issued, a fresh extract from the house book and a certificate of family composition.
Step 3
After checking the submitted documents, they will conclude an agreement with you. It is drawn up in triplicate on a printing device with personal signatures of both parties and the official seal of the Department of Housing Policy.
Step 4
The contract will indicate all the conditions for renting a social premises, methods and terms of payment for housing, obligations and responsibilities of the parties for the use of the residential premises. Like any other, a social employment contract can be terminated at any time by agreement of the parties or unilaterally if the tenants do not comply with the conditions specified in the contract and do not timely pay for the provided housing.
Step 5
The social employment contract is concluded for an unlimited period, therefore, its renewal is required only if the responsible employer specified in the document has died or changed his place of residence.
Step 6
The contract is considered to be automatically terminated if the entire family of the responsible employer has changed their place of residence, left and was removed from the registration register.
