Maternity capital is money allocated by the state in the form of a certificate providing material support for families in which a second or subsequent child was born. Each certificate is personal and is issued only for a specific person. You can start the procedure for registering maternity capital immediately after the birth of a child in the nearest branch of the Pension Fund of the Russian Federation.

Step 1

The set of documents for obtaining maternity capital is provided for by the approved article No. 5 of the Federal Law No. 256 and in the Decree of the Government of the Russian Federation No. 873 of December 30, 2007. These include a signed and standardized application, a sample of which is available in any branch of the Pension Fund; original and copy of the parent's passport; applicant's insurance certificate; a child's birth certificate and paper confirming that the baby has Russian citizenship (issued by the passport and visa service).

Step 2

If a family wants to receive maternity capital for an adopted child, then it will be necessary to present the original and a copy of the official court decision authorizing the adoption procedure. And in the conditions of obtaining a certificate of maternal support, not by the mother, but by another person (father, grandmother or grandfather, for some forced reason), it will be necessary to present an official document on the court decision, which allowed the person to do this. The latter is usually issued on the basis of the already held deprivation of the rights of one or both parents, a document certifying the death of one of the spouses or other papers.

Step 3

So, the entire package of documents must be collected, just in case, make a couple of copies of all the originals and take them to the nearest branch of the Pension Fund at the place of registration. At the same time, the state especially emphasizes the fact that persons who submit false information or documents will be prosecuted according to the law. Concealment of any data (for example, a criminal record, the fact of an already accomplished deprivation of rights or other circumstances) is also punishable.

Step 4

If everything is in order, then in a month the applicant will be notified by an employee of the Pension Fund of the fact of issuing a permit to obtain a certificate of maternity capital. Moreover, the latter can be issued only with the personal appearance of the applicant at the office where the documents were submitted. At the same time, it is impossible to transfer or change the recipient person, but it is quite possible to send a certificate by registered mail if the submitting person cannot come to the Pension Fund in person.

Step 5

Unfortunately, a refusal to issue maternity capital is also possible. In this case, you will also receive an official notification from the Foundation employee indicating the reason for the refusal. In the future, the applicant can send an appeal with a claim and a complaint, as well as appeal against the refusal in the higher body of the Pension Fund or in court.
