1. You need to contact GRAGS (any locality), where you will receive a refusal to register your child.
2. Further, with this refusal, you must go to court. You must have the following documents with you:
- medical report on the birth of a child issued by the maternity hospital;
- a copy of the Russian birth certificate of the child;
- copies of passports of parents (one of the parents);
- Ukrainian identification codes of parents (one of the parents);
- GRAGS refusal to register a child;
- the original receipt of payment of the court fee.

3. Locally, you will need to draw up a statement on the establishment of a fact of legal significance.
The application specifies the name of the court to which the application is sold, the applicant is the parents (parent), the interested person is the GRAGS department. The application describes in detail the actual circumstances, the data of the child (date, place of birth, full name), referring to the submitted Russian documents. You also need to indicate the reason for the appeal, referring to the refusal of GRAGS to register the child.
If the court makes a positive decision on your case, one copy of the decision is handed over to the applicant, the second is sent to the indicated branch of GRAGS. Advice: it is better, without waiting for the second copy to reach the addressee, to go to GRAGS yourself and present the solution in hand. On the basis of this document, you are required to issue a Ukrainian birth certificate of a child.
Also, the court can suspend the case. In this case, the applicant has five days to eliminate the deficiencies in the application and notify the court about it.
In case of refusal, its reasons must be stated in the decision. Any decision of the court can be appealed.
4. After receiving the birth certificate, you can immediately apply for a passport.
As you can see, the procedure for obtaining a Ukrainian-style child's birth certificate is not so complicated.
