  • the conclusion of the body of the state sanitary and epidemiological service;
  • the conclusion of the body of the state fire service;
  • statements, letters, complaints of citizens about unsatisfactory living conditions;
  • a conclusion on the technical condition of a residential building (residential premises) issued by a design and survey organization licensed to carry out the relevant work based on the results of an examination of elements of enclosing and supporting structures, indicating the category of unsuitability of a residential building (residential premises);
  • an act of the state housing inspectorate of a constituent entity of the Russian Federation on the results of measures taken in relation to a residential building (residential premises) for state control of compliance with the provisions of housing legislation on the use and safety of the housing stock and an opinion on the sanitary and living conditions of a residential building (residential premises);
  • other documents that the commission recognizes as necessary for making a decision.

Step 1

If you are going to design your house as an emergency, take a close look at it. Indeed, in order for a house to be recognized as unfit for habitation, its actual wear and tear must be at least 70%. In addition, the house, which is recognized as emergency, does not comply with sanitary and epidemiological standards and hygienic requirements. So, for example, in such a living room there may be an increased content in the air of harmful impurities and substances for human life and health. If the background radiation in the building is increased, noise, vibration and electromagnetic fields increase.

Also, a house is recognized as emergency if there are violations in the structure of the foundation, that is, it is very deformed, which is a threat to life. The same deformations include violations in the structures of walls and load-bearing elements. In some cases, houses are settled, which are located in the territory of flood floods. However, this is only valid if the threat of flooding cannot be prevented.

An unfit for habitation house, you can consider a room in which the noise level in rooms overlooking the carriageway exceeds 55 decibels. Also, a house in which there is no proper engineering systems, such as electric lighting, water supply, sewerage, heating, ventilation, and others, is considered to be an emergency house.

Step 4

In order for your house to be recognized as unfit for habitation, you must, on your own initiative, submit an application for consideration of your issue to a special commission, which gives conclusions on the suitability or unsuitability of the house for living. In addition, you need to collect a whole package of documents confirming the accident rate of your home. You must also order all the necessary examinations yourself. The commission will consider your request for about 30 days. After that, a decision will be made on whether to consider your living quarters dilapidated or not.
