Do I need a moped or scooter license? At first glance: a low-speed vehicle is quite easy to operate - 20 years ago, a moped was a training for teenagers entering the world of big mechanics. On the other hand, the person driving this motorized bike is a road user. And it becomes more and more difficult to navigate modern Russian roads without special training.
Rules for everyone
All road users, pedestrians as well, must know the rules of the road. In order to convey this knowledge to people, they begin to give their basics to children already from kindergarten. In schools, in a playful way, the consolidation and expansion of vital rules of behavior on the roads continues, for example, through the All-Russian competition "Safe Wheel". Team members selected from classes and schools ride bicycles on marked asphalt areas, earn points, and win prizes. It’s necessary. However, these events cover only a part of the children, and victories in games do not give the legal and administrative right to drive at least a motorcycle. Wrong regulations. To obtain a driver's license category "A" (motorcycle), you need to undergo theoretical and practical training in a driving school for 6 weeks and successfully pass the exams. Applicants must be at least 16 years old.
High-risk vehicle
A natural question is: is there really such a big difference between a motorcyclist and a moped driver on a busy city street with a limited speed limit? It appears that the only difference between them is that one (the motorcyclist) rides according to the rules and in case of violation bears administrative responsibility. The other (scooter) rides as convenient for him, while in which case he remains right, because he does not bear any responsibility for his actions. Think about it: in a dense city stream among cars of various classes, a confused teenager without basic knowledge of traffic rules! One has only to appear at the intersection of a fire engine, an ambulance, or just a road boor relying on a professional environment - and an accident is inevitable. And if we also assume that a mentally inadequate driver is sitting behind the wheel of a moped - after all, no one issued him a permit.
More than 30,000 mopeds are imported to Russia annually. And according to statistics, almost half of all road accidents today occur due to the fault of the drivers of these vehicles.
The ice has broken
The President of the Russian Federation signed a law on the introduction of rights to drive mopeds, scooters, bibiks and similar small vehicles. In the driver's license, the right to drive a moped will be marked with the letter "M". The license can be obtained from the age of 16 after graduation and passing exams. The introduction of other additional categories is envisaged.
