Distribution of all work between specific elements of management. This stage implies: the establishment of mandatory standards or norms (for example, determination of the permissible number of job responsibilities between managers of all levels); technical methods within the framework of scientific methods of management (analysis of working time, research of methods, as well as work organization); establishment of cooperation of all employees within the enterprise.
