An apartment that is owned can be disposed of at your own discretion, including rewriting to another person by completing a purchase and sale transaction, a donation agreement, or making a will to transfer property after your death.

Instructions
Step 1
To rewrite an apartment to another person by completing a sale and purchase transaction, update the cadastral documents. To do this, contact the bureau of technical inventory, call a technical engineer, they will inspect your apartment, on the basis of which the cadastral documents will be updated. Get extracts from them.
Step 2
If your apartment is in common shared ownership or you bought it while in a registered marriage, contact all the owners and your second spouse at the notary office. You will receive a notarial permit for the alienation of the apartment.
Step 3
If there are incapacitated persons among the owners, which include not only disabled people, but also minor citizens, people of limited ability, notify the guardianship and trusteeship authorities in writing about the alienation of property, get a decree authorizing the sale, signed by the head of the district administration. Additionally, obtain notarial permission from the parents, guardians or legal representatives of these persons.
Step 4
Contact the housing maintenance office, write out all registered tenants, get a certificate from the house book confirming that no one is registered in the apartment, as well as an extract from the personal account of the apartment.
Step 5
Conclude a notarized or written purchase and sale agreement, issue an acceptance certificate.
Step 6
With the documents received, contact the Federal Office of the State Registration Center, fill out an application, submit documents proving the identity of all participants in the transaction, photocopies of all documents, a receipt for payment for registration. After 30 days, the ownership of the apartment will be transferred to the person to whom you re-registered it.
Step 7
You can alienate an apartment by donation in the same way, but instead of a sale and purchase agreement, draw up a donation agreement and submit all documents for registration to the Federal Office of the State Registration Center.
Step 8
If you want your apartment to be transferred to another person after your death, contact the notary office. Show your passport, title documents. The notary will issue a will. After your death, the property will be inherited by the persons listed on it.
