Reconstruction is any change in the layout of an apartment, house or other structure that has already been put into operation in accordance with current legislation. All types of reconstruction, whether it be moving partitions, plumbing, ceilings, stationary slabs, sewerage, plumbing, ventilation shafts or other actions, are governed by Articles 25-29 of the new Housing Code, which came into force in March 2005.

Instructions
Step 1
To obtain permission to perform these actions, collect a number of documents and agree on them in the manner prescribed by law. First of all, contact the bureau of technical inventory for a copy of the cadastral plan and all technical characteristics of the housing.
Step 2
Attach the originals and a photocopy of the documents of title to the housing to the documents received, present your passport, write an application for reconstruction, in which indicate everything that you are going to change and redo.
Step 3
Call a licensed architect to draw up a project and a sketch of the reconstruction. If you are going to change engineering networks or communications, then in addition you will need a sketch and project for replacing the networks, which you should agree not only with the architecture department and the local administration, but also with the suppliers of these resources. For example, to replace gas pipes or when moving a stationary gas stove, make an agreement with the regional gas service. When replacing the heating system - in regional utilities, check with the electricity supplier to replace the power grid.
Step 4
Submit all sketches, projects, agreed in all specified instances to the Department of Architecture and Urban Planning. You will be given a decree of the chief architect of the city or district.
Step 5
Refer all documents to the regional fire department. Get the resolution on the documents of the senior city or area fire officer.
Step 6
Contact SES. Get the opinion of the chief sanitary doctor of the city or district. Coordinate all documents with the responsible representatives of the asset holder at home.
Step 7
The final step is your contact with the Housing Policy Department. Show all originals and photocopies of the collected documents there. After reviewing your documents, you will be drawn up a resolution signed by the head of the city or district. This is the permission for reconstruction. After that, you will only have to insure the risks, that is, formalize civil liability for all work and proceed directly to the reconstruction.
Step 8
You will spend from 2-3 months to 1-2 years collecting documents, it depends on the tariff that you will pay for obtaining all the necessary documents and on the region in which you live. After the reconstruction, in order to legitimize the redevelopment, you will be obliged to go all the same way.
