Since July 1, 2012, the law has tightened the punishment for tinted front and windshields of cars. Now the traffic cops have the right to remove license plates from cars and not return them to their owners until they remove the protective tint film. If we are guided by GOST, the light transmission capacity of the front and windshields of cars must be at least 70%. If you define it "by eye", the darkening should be almost imperceptible. This percentage of shading can only be achieved by special spraying in the factory.
Car window tinting has long been banned. For violation of the rules, a fine of 500 rubles was provided. In practice, this small amount allowed the driver to keep an intimate twilight in the car, getting off from time to time with a small amount, not burdensome for the budget. An example of such a disregard for the rules of the road was given, first of all, by the traffic cops themselves - almost all the cars of the officials of this service were tinted with a high degree of darkening.
The new Minister of Internal Affairs, appointed after the next election of President V. Putin, undertook to control and strictly monitor the observance of traffic rules and demanded the execution of road transport discipline, first of all, from the employees of the Ministry of Internal Affairs themselves. Among the demands voiced by the new head, there was an order to remove the tint film from the windows of all official cars of this ministry.
The changes that were made to the traffic rules stipulate that with the license plates removed, the driver has the right to move in his car only during the day. After the end of this time, the driver who has not removed the tint runs the risk of paying for the violation with a fine of 5 thousand rubles or losing his driver's license for a period of 1 to 3 months.
How much the level of toning corresponds to GOST, has the right to check any traffic police officer, who has a special device in his presence that allows you to determine the degree of toning not "by eye", but in quantitative terms. At the same time, the device must be certified and verified, the traffic cop must present the documents to the driver, if required. In addition, the driver has the right to call the traffic police information service and make sure that this crew has the authority to check the degree of tinted glass.
Traffic cops will remove tinting even from cars of their department. At the same time, drivers of official cars will pay fines for traffic violations out of their own pockets.
