Gratuitous subsidies for the construction or purchase of housing are regulated by the Decree of the Government of the Russian Federation No. 1278 of December 10, 1993. They can be obtained by citizens who are in line to receive housing or improve their housing conditions. Accordingly, in order to be able to receive free state aid, it is necessary to queue up by submitting a number of documents to the local municipality.

Instructions
Step 1
Poor citizens who need to improve their living conditions or have no housing at all can be put on the list. Citizens whose living space does not meet the standards for living for one person need to improve conditions. The norms are regulated in each constituent entity of the Russian Federation.
Step 2
Subsidies for the construction or purchase of their own housing are issued to citizens on the waiting list upon a preliminary application, which is submitted by an adult family member on behalf of everyone in the form No. 1. It is also necessary to provide a list of documents that are indicated in this form.
Step 3
The preliminary application will be considered by the created commission and will send a written response to the applicant within one month. If the application is approved, then an application for the grant of a subsidy should be submitted on Form No. 2.
Step 4
The subsidy, like the housing, is given in turns. Therefore, after submitting the main application and all documents, the applicant and his family members will be put on the waiting list to receive a subsidy. Applicants will be automatically removed from the housing queue.
Step 5
If the subsidy is provided, then it is necessary to fill out an application in form No. 3 and attach a list of documents specified in this form.
Step 6
The decision to grant a subsidy is drawn up according to Form No. 4. Funds are provided by bank transfer by transfer for the purchased building materials. After granting the subsidy, building materials must be purchased within 6 months. If during this period the gratuitous funds were not used, then they are lost and the entire list of applications and documents must be submitted again to receive a subsidy.
