Officially, the work book is the main document on the labor activity and work experience of an employee of the Russian Federation, in accordance with article 66 of the Labor Code of the Russian Federation. However, in the modern world, the role of the work book has changed slightly. Part of its original functions was taken over by the employment contract and the system of personified accounting in the Pension Fund of Russia. The Pension Fund and the Social Insurance Fund have been keeping records of the work experience of Russians for more than fifteen years. Thus, it is now quite possible to even formalize a pension case without resorting to this outdated document.

As for the marks on the assignment of qualification categories, now it becomes known to the employer not from the labor, but from the employee's resume. And since the beginning of 2007, when the law on temporary work ability was adopted, the need to check the continuity of work experience according to the work book has disappeared altogether. At the level of sick leave pay, the continuity of the employee's length of service now does not play any role at all.

And the most exciting aspect is the size of the pension, now it also has nothing to do with employment records. If earlier the continuity of work experience and its duration directly influenced the amount of payments, now, in order to get a decent income in old age, you need to work, pay decent contributions to the pension fund.

Canceled or not

The issue of abolishing work books has been raised by the Russian government several times, but still remains unresolved. The impetus for returning to this topic was the draft law of the Ministry of Economic Development of Russia, which refers to the abolition of seals for commercial organizations.

But the process of resolving the issue of canceling work books is not a matter of one day or even one year. For a smooth transition to a qualitatively new level of personnel accounting, it will take at least ten years. The transition process is accompanied by both the emergence of technical issues and difficulties, and the overcoming of psychological barriers in the minds of people accustomed to work books.

During the transition period, work books will acquire the status of optional documents, and by the end of the period they will cease to exist altogether. In general, it is planned, according to the statement of the head of the Ministry of Health and Social Development of Russia, Alexander Safonov, to abolish work books by 2025.

However, the issue of canceling work books is significant, and a lot of time is allotted for its solution.
