Step 1

Be sure to include the General Provisions section in the structure of the terms of reference. In them, specify the terms used in the terms of reference and give their semantic interpretation - provide a glossary. This will allow the contractor and the customer to speak the same language and exclude ambiguous interpretation of the basic concepts and definitions.

Step 2

Include in the terms of reference a section "Project objectives", in which clearly formulate the goals and objectives of the project. Competently stated goals of the project will help the contractor understand what exactly is required by the Customer and choose those ways and methods of solving the task that will lead to the search for the most optimal solution.

Step 3

State the functional requirements for development. Special requirements can also be reflected here. Functional requirements are expediently stated in the form of use cases or application of the results of this project. In the specific requirements, specify the standards that the design must meet, the requirements for fault tolerance, performance, or security. If we are talking about a software product, indicate the system requirements, and the requirements for the user interface.

Step 4

In the section "Assumptions and Limitations", which is usually filled in by the contractor, the final parameters and characteristics are stipulated, which allows not to increase the cost of design work to infinity and bring it to its logical conclusion. In this section, list the functionality and tasks that are outside the scope of the project, technical constraints, unpredictable circumstances, and external conditions that may change the commitment.

In the "Risks" section, reflect the factors that may affect the timing of the work or its cost.
