From year to year, utility bills are increasing, while salaries are at a standstill. At the same time, even a short break in making payments for property owners is fraught with very unpleasant consequences.
According to Russian law, you must pay for utilities by the 10th day of each month. In case of violation of these laws, various penalties are applied to non-payers.
Sanctions for non-payment
To begin with, such levers of influence on those who evade payment are penalties. The first penalty is equal to 1/300 of the refinancing rate of the Central Bank of the total amount of debt for one day of non-payment. Renewal of services occurs within two days after the full repayment of the debt.
If the debtor continues not to pay the debt even when the utility services are cut off, he may be evicted. However, this only applies to those who rent a home. Fortunately, so far, under Russian law, property owners cannot be evicted.
It is necessary, however, to say that the government is thinking about how to impose such a sanction on homeowners. An acceptable criterion for such collection is 5% of the debt from the cadastral valuation of housing.
What to do?
Based on the above, it is better to pay for housing under any circumstances. If you know in advance about possible difficulties with the family budget (for example, layoffs), it is better to pay some amount of utility bills in advance. You can also try to negotiate an installment plan with the managing organization. This opportunity is provided for up to 12 months. In this case, a commission is charged up to 3% and plus the refinancing rate of the Central Bank.
If for some reason no one lives in the apartment, the owner of the apartment has the right to recalculate the rent. For this, an appropriate application and documents are submitted that confirm this fact. These can be tickets with dates when the person left and when he returned, certificates from various places, temporary registration in another place, etc.
