What document is considered unfit for further use?

A passport is considered invalid if the entries in which have become unreadable due to deterioration, if it contains damaged or missing pages, a photograph, other mechanical damage, traces of exposure to fire or water. Such a document must be changed to a new one. However, in the department of the FMS, his condition can be regarded as deliberate damage. In this case, an employee of the passport service will try to bring the owner of the document to administrative responsibility under Art. 19.16 of the Administrative Code of the Russian Federation.

If the person who applied to the passport service is legally illiterate, he will sign a protocol on deliberate damage to the document and agree with the charge brought against him. However, this is wrong. You can be sure that the majority of similar protocols are being drawn up illegally. The holder of the passport to be replaced can successfully appeal the imposition of this sanction. The fact is that the employee who drew up the protocol must have evidence of intent in damaging the passport. Administrative liability arises only in this case.

Is there an exact list indicating the criteria for the unfitness of a passport?

There is no such list. There is an extract from the FMS Order dated 01.12.2009, No. 339, which only says that the passport must be changed to a new one if it is unsuitable for further use due to dilapidation, mechanical damage or other reasons. More detailed information about visual signs of deterioration or deterioration of the passport is not stated either in this or in any other by-laws.

How to change a passport that has become unusable?

A new document must be issued within 10 days from the date of the citizen's appeal to the FMS department at the place of residence and providing them with photographs, an application, a receipt for payment of state duty and the original document to be replaced. If you need to obtain a temporary identity card, you will need to bring not 2, but 4 photographs with you.

You will also need documents confirming the authenticity of the marks made earlier in the passport. If the citizen is married, you must bring a marriage certificate with you. If divorced, then a divorce certificate. If he has children under the age of 14, then their birth certificates will be needed. For men, it is compulsory to provide a military ID.

If the documents are submitted to the FMS department outside the place of residence, the time for producing a new document may increase up to 2 months. Upon receipt of a new document, you will need to hand over a temporary identity card, verify the data specified in the passport, and sign it.
