One of the main forms of personnel assessment and determining the suitability of an employee of an enterprise for a position or a new job is certification. The regularity of this event varies from organization to organization. As a rule, the management organizes this important procedure once a year. It is based on standards developed taking into account the characteristics of the organization, but having a clear legal basis, enshrined in legislation.

Step 1
Attestation is the only assessment method that gives the employer the opportunity to make organizational conclusions about a particular person: to leave in the previous position, to downgrade, raise or fire. Note that attestation should not have an orientation towards the "punitive" function from any point of view: the main goal procedures - stimulating employees to perform more efficiently and achieve better results in it. The certification is designed to reveal the reserves of the employee's professional growth and further help to realize this potential.
Step 2
Attestation (or certification) is regulated by Federal Laws and primarily by the Labor Code of the Russian Federation. This means that the conclusions and conclusions of the attestation commission will have legal force. Preparation for certification begins with the writing of the main document - the Order and, in addition to it, the Regulation on certification (it should be an annex to the Order). Other names are also acceptable instead of the word Order - Decree, Resolution on attestation, Order.
Step 3
The attestation regulation is approved if attestation is carried out in relation to employees of one enterprise or employees working in the same system of organizations. There is also interdepartmental attestation, third party attestation (independent). The Attestation Commission may have specialized functions and other names: Expert Commission (gives expert opinions), Attestation Center, Qualification Commission (assigns qualifications). But any of these bodies cannot be represented by one individual or individual entrepreneur.
Step 4
The number of members of the attestation commission may be different depending on the specifics of the production. When conducting an independent attestation, the commission must consist of at least three people (according to the "Requirements for independent bodies for attestation (certification) of personnel SDA-13-2009"). For civil servants, the bar is higher - at least four experts.
Step 5
The certification commission must act on a permanent basis: it is a sign of compliance with international and Russian standards. The Regulation on Attestation must necessarily contain information: who conducts the attestation; how the certification commission of the enterprise is formed; which categories of persons are subject to certification and which are not; how decisions are made by the commission and how they are implemented. References to the documents of the enterprise are required: charters, labor and collective agreements, organization standards, job descriptions, internal labor regulations and other local regulations.
Step 6
The most important thing for the commission is to adequately assess the work of the person being certified. For this, the members of the commission should be sent data on each person: personal information from the personnel service on education, qualifications, work experience and other important facts of professional activity; recall of the immediate superior. The results of interviews, examination tasks, competitive tests, tests, data from surveys of colleagues and clients about the work of the certified person are important (they are carried out in the form of interviews and questionnaires). The assessment of the quality of products, conclusions based on the results of direct observation of the work (including secret - such like mystery shopping in the service industry).
Step 7
The certification results are recorded in the Protocol.
