Qualification is expressed by the level of training, experience, knowledge required to perform a specific job. The qualification is awarded after graduation, in addition, it can be improved in the course of work.
An indicator of an employee's qualifications can be rank, category, diploma, title or academic degree. At many large enterprises and institutions, a system of advanced training has been created for employees, where they are trained in new specialties or undergo training to improve their qualifications. In our country, the volume and level of knowledge, practical skills of persons must comply with the provisions of the ETKS (Unified Tariff and Qualification Handbook). Determination of qualifications is of great importance in setting tariff rates, official salaries of employees. The level of wages depends on its level, as well as the possibility of further professional growth. In Russia, there are a number of normative legal acts that define and establish wage grades for different categories of workers. These are separate orders of ministries and departments. For some categories, qualifications are determined not by the category of the Unified Wage Scale, but by the gradation of posts. For example, this applies to government officials of the Russian Federation. The Labor Code of the Russian Federation pays great attention to the issues of professional development. According to Article 196, the employer determines the need for professional training or retraining of personnel for the needs of the enterprise. He conducts professional development of employees either in the organization itself (courses, lectures, seminars, training), or in educational institutions (special programs). The procedure for improving the qualifications of employees is determined by the collective agreement, labor contract or collective agreements. In addition, the Labor Code of the Russian Federation obliges in some cases the employer to carry out advanced training. Such cases are directly provided for by law or other regulatory legal acts. According to the Labor Code, employees who are undergoing advanced training are obliged to create the necessary conditions for combining study with work, as well as provide social guarantees established by legislation, regulatory legal acts, collective or labor contracts.
