A tender is a method of selecting proposals from contractors with the subsequent conclusion of contracts with them on a competitive basis for the supply of goods, provision of services or performance of work under pre-announced conditions, within a specified time frame. The contract must be concluded with the winner of the tender, which is recognized as the person who offered the best conditions for concluding the contract.

Step 1
The Russian analogs of the word "tender" are tenders and auctions (tenders). They are closed (the number of participants is strictly defined and their composition is limited) and open (everyone can be participants), they are also held in one or more stages.
Step 2
A person wishing to announce a tender (arrange a tender, a competition) advertises in the media (open competition), or sends invitations to participate in the competition to individuals (closed competition) with whom there is a desire to conclude an agreement. In its announcement (invitation) the essence of the future agreement, the conditions on which it is possible to conclude it, are indicated.
Step 3
Persons wishing to take part in the competition send their applications. They reflect the conditions on which they could conclude an agreement with the person who announced the tender. The main thing is that the offer meets the originally stated conditions, and ideally surpasses them.
Step 4
After the deadline for accepting applications for participation in the tender, the competition itself is held. The commission considers the submitted proposals, chooses the best, the most profitable. The person offering the best conditions is recognized as the winner. The party that announced the tender concludes an agreement with him without fail.
