There is a policy of compulsory and voluntary health insurance. The compulsory medical insurance policy is issued to all citizens of the Russian Federation at the place of work, study or residence and is regulated by the new Federal Law 326, which entered into force on 1.01.11.

Instructions
Step 1
A voluntary medical insurance policy is issued voluntarily at the request of citizens in insurance companies on a paid basis and has a list of extended medical services that are not available under compulsory medical insurance. To draw up any of these documents, you must perform a number of actions.
Step 2
If you work, then contact the person in charge at work to register the compulsory medical insurance. Submit your passport, expired policy if you have one. In one month you will receive a document of a new type, valid throughout the territory of the Russian Federation. In accordance with the adopted law, you can be served in any selected clinic and choose a doctor of your choice. You also have the right to obtain an OMI policy yourself at any selected insurance company in the region that has state accreditation to carry out this type of activity.
Step 3
If you are unemployed, retired, disabled, student, student, child, you can get the policy from the administration at your place of residence. Contact your local municipality, present your passport, birth certificate (for children), expired policy, retirement certificate (for retirees), work book or certificate from the employment service (unemployed), disability certificate, student or student card. After one month, you will be given a new policy. Just as in the first case, you can directly contact the insurance company and get an OMI policy.
Step 4
Pupils and students can apply for a compulsory medical insurance policy at the place of study by presenting a passport, an expired policy and a student or student card.
Step 5
For one month, during which the policy is drawn up, a temporary insurance certificate is issued.
Step 6
A voluntary medical insurance policy is issued at will and is not a mandatory document when receiving a list of free services. Therefore, you can issue it or get by with the compulsory medical insurance policy, and, if necessary, pay for additional services on a one-time basis. But having a compulsory medical insurance policy, before paying for this or that medical service, contact the insurer and ask whether it is legal to demand money from you.
