How long to wait for a new passport?
A citizen has the right to change his passport at the age of 20 in any constituent entity of the Russian Federation, regardless of the presence of registration. But registration, nevertheless, significantly affects the time that will be spent on issuing your new passport.
An application for a replacement passport due to reaching 20 years of age must be submitted within a month from the date of birth. Otherwise, you will have to pay a fine of 1.5 thousand rubles. for accommodation on an expired document.
If you contact your “home” department of the FMS, i.e. at the place of permanent registration, the new document will not be long in coming. Exactly in 10 days you will be able to collect your passport.
When it is not possible to apply at the place of registration, the situation is a little more complicated. After contacting the FMS at the place of actual residence, you will be asked to wait 2 months before receiving a new passport. And this is not due to the fact that the newcomers are "badly treated" and deliberately make them wait. All your personal documents, according to which an identity card is issued, are in the department next to which you live permanently. Therefore, the department you contacted has to make a request and wait for the necessary confirmations, and then deal with the registration.
The passport may be ready even earlier than in two months - it all depends on how far you have traveled from the place of permanent registration. While your certificate is being prepared, you can issue a temporary document that has the authority of a passport for two months.
Changing your passport at the age of 20, if you are abroad, is possible by contacting the nearest Russian consulate. However, the issuance period in some cases may take up to 3 months or more.

Do not forget that there are many people who want to change their passport and everyone has different reasons. Before going to the unit, make an appointment. You can sign up by calling the Federal Migration Service or on the website, if your city division has one. Pre-registration will significantly save time, which otherwise can take up to 4-5 hours of queuing.
You can also make an online application on the official website of the "Portal of Public Services", having previously registered on it. Registration on the portal can take from 2 days to 2 weeks. But the clear advantage will be that when you show up at the FMS with your documents, you will not have to stand in line.
How to save time
To save time, prepare all the necessary documents in advance for a new passport. State duty in the amount of 200 rubles. the easiest way is to pay at Sberbank through an ATM. Be sure to keep your receipt in order to present it to the FMS. Provide there your old passport, birth certificate and 4 photographs.
