Any types of subsidies are strictly declarative in nature and are issued only after the submission of a full package of documents. Only those citizens who need additional support from the state can apply for subsidies.
Instructions
Step 1
Submit an application to the housing office for a subsidy (a sample can be taken from the housing office or downloaded from the Internet). Register your application and attach the following certificates to it: about the composition of your family, about the amount of payments for housing and communal services and about income for the last six months. Also provide proof of identity (passport or retirement card) and identification code. In addition, the housing office will require a declaration of the property status of each family member and work books of all non-working members of your family. Do not forget to also provide paybooks for paying for electricity, water supply and utilities.
Step 2
Register with the employment service as temporarily unemployed if you are able to work, but do not study or work officially. All family members registered on the property must do the same. Check that your home was purchased more than 1 year ago. Do not rent out any living space, nor should your family members who are registered in your living space be engaged in this activity. If a car has been in your personal use for less than 10 years (the year of manufacture of the car does not matter), you are not eligible for a subsidy. If you or one of all family members registered on the living space owns a dacha or living space, you also will not receive a subsidy, since it is not assigned to persons who own additional living space, which, together with the area of the apartment, exceeds the norms established by law.
Step 3
Find out the working hours of the housing office and be ready to stand in line for several hours. Most of the housing offices work full-time only 2 times a week, they take 2 more days only for 4 hours, and another day is not a reception.
