The internal regulations, hereinafter referred to as the Rules, are a local document that establishes the rights and obligations of management and employees and regulates the mode of work and rest. Each employee of the enterprise must be familiarized with it against signature. Often, the quality of work of staff or employees depends on compliance with them. Violation of these Rules may be the basis for imposing disciplinary action on the employee.

Step 1

The regulatory framework, which should be guided by the development of internal labor regulations, is the Labor Code of the Russian Federation, Articles 189 and 190. They detail the range of issues regulated by the rules and the procedure for their approval. Like all organizational and administrative documentation, the Rules must be drawn up in accordance with GOST R.6.30-2003.

Step 2

In the Rules, it is necessary to take into account the structure and specifics of the organization in order to most fully record the typical situations that arise in the course of work. Take into account in them the working regime of workers with irregular working hours and stipulate the conditions under which people included in the corresponding list will work in conditions of irregular hours.

In the general provisions of the Rules, establish their effect and indicate the area of their distribution and the procedure for revision.

Step 4

In the section "Basic rights and obligations of the employer", note that they include the correct organization of work of employees, providing them with all the necessary equipment and accessories, creating healthy and safe working conditions. This should also include improving the remuneration system and ensuring labor discipline. In addition, the employer is obliged to provide employees with guarantees and compensations stipulated in the Labor Code of the Russian Federation.

Step 5

Include in the Rules a section on the fundamental rights and responsibilities of employees or personnel. These include conscientious work, observance of labor discipline, timely execution of orders from superiors, adherence to safety precautions, polite behavior and maintenance in the order of their workplace. If necessary, this can also include the requirement to observe commercial or official secrets.

Step 6

Describe the procedure for hiring, transferring or dismissing an employee. Indicate the list of documents that must be provided when applying for a job, the procedure for passing the probationary period, its duration. In the same section, describe the procedure for the organization to act if it is necessary to transfer an employee, the procedure for terminating an employment contract, etc.

Step 7

Be sure to specify in the Rules the mode of operation: the time of the beginning and end of the working day, the beginning and duration of the lunch break for regular, shortened and pre-holiday days. If necessary, set special breaks for certain categories of workers. Here it is necessary to establish the duration of annual and additional labor leaves, the grounds for their provision.

Step 8

Specify as a separate item the types of rewards for success in work and responsibility for violation of labor discipline. List the types of violations that may result in disciplinary action.

Step 9

Approve the Rules with the representative body of employees and sign them with the head of the company. As a rule, they are an annex to the Employment contract.
