Registration and removal of citizens from the registration register is carried out in accordance with Government Decree No. 713. These issues are dealt with by the Federal Department of the Migration Service of the Russian Federation or the passport office in the housing and maintenance department.

Instructions
Step 1
So that you can remove your father from registration without his personal presence at the Federal Office of the Migration Service, contact a notary office and receive a power of attorney. On the basis of a power of attorney, you can fill out an application for deregistration for your principal, sign.
Step 2
Your father can apply for registration at a different address if he is located in a different city. A request will be made to your region, on the basis of which the father will be removed from registration and immediately registered at the new place of residence. At the same time, he will not need to travel and personally be present at the discharge.
Step 3
If your father was registered in the apartment temporarily and you are the owner of the home, registration will automatically end as soon as the deadline specified in the application expires.
Step 4
You can terminate your registration early if you contact the Federal Office of the Migration Service with an application to terminate your registration.
Step 5
In all other cases, deregistration is possible at the personal request of your father or on the basis of a court order.
Step 6
To obtain a court order, apply to the arbitration court. Indicate why you want to remove your father from registration without a power of attorney and without his personal presence.
Step 7
A sufficient reason for removing the father from registration will be his long absence from your apartment, non-participation in paying utility bills and other payments. If the father is convicted or is considered missing, this is also a good enough reason for the court to order the removal of the father from registration.
Step 8
In addition to the statement, provide a documentary evidence base. If there is a court order confirming the fact of imprisonment in a colony or the court has declared the father missing, this will be enough. If the father does not live in your apartment for a long time, use the testimony of the neighbors.
