Step 1
Wait for the official to draw up a punishment about an administrative violation and present it to you. As a rule, this document is drawn up on a standard form, in which specific data are entered. All basic information is entered into the protocol by an official, you only need to write down your explanations.
Step 2
Before writing an explanation in the protocol, carefully read its text. Pay special attention to the description and qualification of the offense that you are charged with.
Step 3
If you notice errors in the protocol - the date is incorrect, your surname, first name, patronymic or other information is incorrectly indicated - you do not need to pay the attention of the official who drew up the document to this. All the shortcomings of the protocol will play into your hands in the consideration of the case and may lead to the fact that you will not bear any responsibility. In addition, you are not obliged to control the correctness of the protocol, you only have the right to familiarize yourself with it.
Step 4
However, if the factual side of the case is presented in the protocol incorrectly and not in your favor, it is necessary to write about this in your explanations. In general, if you have a ready-made position on the case that justifies you, state it in full. There may not be enough space in the document form for this. In this case, ask for additional sheets, and in the minutes write on how many sheets you attach your explanations on.
Step 5
If you need time to think over your position on the case, in your explanations, limit yourself to the wording "I disagree with the sane offense." In the future, you can apply for legal assistance in order to develop a competent position that you will represent when considering the case.

Cross out the blank lines in the column reserved for the explanation of the person in respect of whom the protocol was drawn up so that it would be impossible to add anything there.
