An effective method used to identify the causes of violations of official discipline and legality, allowing the development of preventive measures, both in relation to violators and the entire service collective, are official inspections.
Instructions
Step 1
In any body of state power, situations arise when the head has the right, and sometimes is simply obliged to make a decision on bringing the guilty employees (employees) to disciplinary or material responsibility for corruption and other offenses. Prior to making such a decision, the manager assigns an official check, during which the fact of violation of official discipline or legality, the circumstances in which the violation was committed, the degree of the employee's fault, the amount of harm caused and other circumstances are established.
Step 2
If you are instructed by management to conduct an audit, then first study the departmental instructions governing the conduct of official audits.
Step 3
Then explain to the employee in respect of whom the service check is being carried out, his rights and invite him to write an explanation about the circumstances of the misconduct, as well as interview eyewitnesses.
Step 4
Study the employee's personal file and, in particular, the materials of previous checks, if any were carried out earlier. If, as a result of a committed misconduct or offense, material damage has been caused to the official property or the property of other persons, file a petition with the management for an inventory or appointment of an expert examination to determine the nature and amount of the property damage caused.
Step 5
At all stages of verification, observe the safety and confidentiality of information. After an objective, detailed and complete establishment of all the circumstances of the offense, draw up a conclusion of the official audit - the final document that completes the audit.
Step 6
In the conclusion, indicate who instructed to conduct the inspection, who carried out and against whom, the circumstances of the offense, as well as the conclusion on the guilt or innocence of the inspected employee and the conclusions about the reasons for the offense, proposals for the application of penalties to the guilty employee.
Step 7
After that, under the signature, familiarize the checked employee with the conclusion. Then the conclusion of the service audit is submitted for approval to the head. The approval of the conclusion is the last action that completes the service review.
