Bicycle
According to the SDA, a bicycle is a vehicle that has at least 2 wheels and is driven by the muscles of a person directly on it.
Since a bicycle is defined as a “vehicle”, all existing road traffic regulations relating to vehicles apply to cyclists as well.
It should be noted that the bicycle driver driving it is a pedestrian. Therefore, bicycle owners can become pedestrians as needed, for example, cross the road at an unregulated pedestrian crossing. Since 2014, it has been allowed on bicycles to have a small electric motor (less than 0.25 kW) that can shut off at a speed of 25 kilometers per hour.
Russian legislation has introduced some restrictions for cyclists. According to the new rules, persons over 14 years old are prohibited from driving on sidewalks and footpaths, it is possible only in exceptional cases.
You can ride a bike without a license at any age, but the rules for riding differ for people of different ages. For example, it is prohibited for persons under 14 years of age to travel on the carriageway, only on sidewalks, pedestrian paths, or within the pedestrian zone.
Scooter (moped)
Due to constant innovations in traffic rules, many drivers, especially underage young people, are interested in whether they need to have a license to ride a scooter (moped).
If earlier it was allowed to drive a scooter (moped) from the age of 14, then since 2013 it is allowed only from 16, in addition, you must have a driver's license of category M. study and pass exams for obtaining a license of category M. In this case, driving a moped is allowed only to drivers who have rights of other categories. And since obtaining a license is possible only from the age of 18, then you can ride a moped only upon reaching the age of majority.
Since the lack of a driver's license to drive a scooter is a violation of traffic rules, an administrative fine equal to 800 rubles is imposed for this.
Thus, cyclists, like scooters, are now equated with ordinary drivers. Moreover, the latter are even forced to study at a driving school and take exams to obtain a driver's license. It turns out that without a license, you can only ride on scooters and bicycles.
The Russian government believes that the adopted amendments to the rules will make road traffic less dangerous, and the number of accidents on the road will decrease.
