Scooters are vehicles with engine displacement up to fifty cubic centimeters. According to the Russian internal classification, they belong to mopeds, in order to drive which it is necessary to obtain a license of the category "M".

That is why in order to obtain the right to drive a scooter, one should undergo training and obtain a license with the category "M", which was specially introduced into the named federal law to increase the level of traffic safety on the roads. It should be borne in mind that any person who has reached the age of sixteen and has fulfilled other statutory requirements for obtaining the necessary knowledge and skills can obtain a driver's license with this category. In some countries, scooters are allowed to drive without any documents, but in the Russian Federation such actions are an administrative offense.
What are the responsibilities for driving an undocumented scooter?
Since the presence of a driver's license with the category "M" is mandatory for any driver of a scooter, then driving this vehicle in the absence of an appropriate right is punished administratively. There is no special administrative liability for moped owners, so they are punished on a general basis. So, for driving a scooter in the absence of the relevant documents, you will have to pay a fine, the amount of which will be from five to fifteen thousand rubles. A more severe punishment will follow if the driver does not have the right to drive a vehicle due to his deprivation.
