According to the law, after the birth of a child, parents are entitled to various federal and regional payments from the budget. One of them is a lump sum at the birth of a child.
Within 6 months after the birth of the baby, one of the parents or their substitute may receive a one-time allowance for the birth of a child. From January 1, 2012 it is 12405, 32 rubles. If two or more children are born, the allowance is paid for each child.
A working parent (including a mother who is on an official decree) must contact the HR department or accounting department with the following documents:
- application for the grant of benefits;
- certificate of birth from the registry office;
- certificate of establishment of paternity (if the parents are not officially married);
- birth certificate of the child;
- a certificate from the place of work (for those who do not work - from the RUSZN) of the second parent that he did not receive maternity benefits;
- the passport.
If the parent does not work, he can receive an allowance at the RUSZN (Regional Department of Social Protection of the Population) at the place of residence or registration. This will require:
- application for the grant of benefits;
- certificate of birth from the registry office;
- certificate of establishment of paternity (if the parents are not officially married);
- birth certificate of the child;
- work book with a mark of dismissal from the last place of work;
- a certificate from the place of work of the second parent stating that he did not receive maternity benefits;
- a certified copy of the work book of the second parent;
- the passport.
A child's birth certificate and work record book are not, by law, required documents for granting benefits. In practice, however, they are asked to be presented.
If possible, bring copies of all documents with you so as not to waste extra time at RUSZN, especially if you are a nursing mother.
The allowance is paid within 10 days from the date of submission of all documents.
Please note that the Federal Benefit amount must be increased by the regional rate if applicable in your area.
Both parents are equally eligible for this benefit. Therefore, you must decide for yourself who will receive it.
