The list of goods that cannot be returned to the seller is fixed in a special decree of the Government of the Russian Federation. It should be borne in mind that this restriction applies only when returning goods of proper quality.
Russian consumer protection legislation is structured taking into account the principle of respecting the interests of buyers and sellers. That is why buyers can return to the seller not only goods with certain defects, but also goods of proper quality within a certain period. In this case, there are no specific complaints about the purchase; it may simply not suit the person who purchased it for various reasons. But the right to return such goods must be correlated with the seller's ability to sell them later to another consumer. Not every purchase meets this requirement, therefore, the Government of the Russian Federation has determined a special list of goods that cannot be returned, provided they are of proper quality.
Groups of goods not subject to exchange and return
Consumers cannot return medical supplies, including drugs and special devices, as well as personal hygiene items and perfumes to sellers. Also, hygienic requirements are due to the impossibility of returning textile goods, cotton products and tableware that are in direct contact with food. The list also includes all home furniture, household chemicals, jewelry made of precious metals and stones. Some types of vehicles, household appliances, complex technical devices (for example, machine tools) also cannot be replaced. Finally, sellers will not accept civilian weapons and ammunition, books and other non-periodicals, animals or plants back.
Rules for the return of goods of good quality
Buyers should take into account that consumer protection law establishes the seller's obligation to exchange goods of good quality, provided that the consumer returns this product within fourteen days from the date of purchase. Replacement is made for a similar product, since it is assumed that the original purchase did not suit the consumer for any characteristics not related to its quality (for example, color, shape, size). But the seller often does not have a similar product or the buyer is not informed about its availability. In this case, the seller is obliged to return the money that was originally paid by the buyer, and in full. It is this option of returning a quality product that is most often implemented in practice.
