Every day, citizens have questions related to the status of "Children of War". Below is a description of standard solutions to many legal issues. Keep in mind, however, that each case is universal.
Status "Children of War"
Children of war are persons born in the period from 1930 (in some regions from 1924) to 1945 in the USSR. Were subjected to hardships due to life during the war. In this regard, today they enjoy concessions and benefits. The category "Children of War" is given under different conditions in certain regions of the Russian Federation. For one subject, this is life in a children's boarding school, and in another - the death of one of the parents during the Second World War.
Today there is no law on the assignment of the social status "Children of War". It is noteworthy that in 2014 a similar law was considered, but the State Duma rejected it. But despite this, in certain regions, such as: Amur, Irkutsk, Novosibirsk, Murmansk, Tver regions, the title is laid down in acts of regional normative significance. Therefore, civilians who survived the Second World War as a minor without parents can use concessions and benefits for their own purposes. They are paid money monthly in the range of 400-900 rubles.
The procedure for obtaining the status "Children of War"
Since the bill has not yet been adopted, citizens are offered other preferential categories instead of the social status "Child of War". Many regions have not yet used the child of war social status at the local level. If you look at the event from a different angle, these are prerequisites for the fact that most of the regions will nevertheless take a positive decision. The only question is, will people make it to this day? There is no answer to it. Thus, for the place of this status, other constituent entities of the Russian Federation submit alternative options for consideration. This refers to other social statuses that provide state support with various allowances and benefits. Social security officials suggest considering the following categories for citizens who are considered suitable:
- pensioners who earned a medal "For the Defense of Leningrad" and other honorary awards during the Second World War;
- WWII veterans;
- a family member of a deceased disabled person of the Second World War (a certificate of the death of a person who is disabled during the Second World War is required);
- home front workers are the most famous social status.
Rear workers are required to provide papers confirming employment in the period from 1941-22-07 to 1945-31-05. With a work experience of at least 6 months. Individuals who have medals for excellent work are accompanied, without other documentary evidence, for registration of the social status "Home Front Workers".
To earn one of the above statuses, you must follow the following order:
- Collect the required base papers and additional papers.
- Contact the place of residence in social security or the MFC.
- Draw up an application form on paper or electronic media, give it to civil servants. The specialist himself will direct what kind of social status you can get without hindrance.
- Submit an application on paper or electronic media and various attachments in the form of copies of documents.
- Get a certificate of acceptance of documents.
- Expect an official response for one calendar month.
- Take a certified letter with a decision from a government agency.
- If the decision is positive, then take the certificate according to the signature of the veteran.

One-time payment to veterans of 10,000 rubles
Official sources published the Decree of V. V. Putin dated 06.05.2018, No. 195 "On a lump sum payment to certain categories of citizens of the Russian Federation." It is made on its basis a social payment to veterans for Victory Day in the amount of 10,000 rubles. Below is a list of those who are eligible for payment:
- persons awarded with medals and orders of the Soviet Union for service;
- citizens with the award "For the Defense of Leningrad";
- citizens who participated in the battle against Germany and its allies in organizing underground groups and partisan detachments and other anti-fascist formations during the Second World War;
- counterintelligence and intelligence officers doing special assignments during the Second World War on the territory of the USSR or in other countries;
- citizens involved in finding military equipment and ammunition;
- persons who participated in the battle to eradicate fascism in Estonia, Latvia, Lithuania, Belarus and Ukraine;

However, the decree on the payment of 10,000 rubles. to Victory Day does not cover all citizens participating in the Second World War. The list of benefits is not applied to such categories of citizens as:
- "children of war";
- widows;
- rear workers;
- residents of Leningrad during the blockade;
- fighters of the Battle of Stalingrad;

So, it follows from this that citizens with the social status "Child of War" will not receive a payment of 10,000 by Victory Day. That is why an additional payment of a constituent entity of the Russian Federation is provided in the regions. Regional authorities create their own regulations that cover all categories of citizens. Payments to children of war for Victory Day in some regions range from 500 to 100,000 rubles.
