General requirements for complaints are determined by the Federal Law "On the Procedure for Considering Appeals of Citizens of the Russian Federation". This document is written in free form, but must meet a number of formal requirements. Without this, it simply will not be considered.

Instructions

Step 1

The complaint, like any appeal to the authorities, must contain information where it is addressed (the name of the state or municipal structure is enough), the applicant's full name and his postal address.

All this information is written at the top of the sheet (you can move the tab to the right, but not necessarily), usually the first line is the name of the organization, the second is the name of the applicant, then one or two lines to the postal address with the index.

If you wish, you can also specify a phone number for operational communication, but this is not necessary.

In everyday life, this part of the document is called the "header".

Step 2

It is optimal to name the content of the document "COMPLAINT" (in capital letters, but not necessarily) and indicate on a new line whose illegal actions will be appealed.

For example: "on illegal actions of the head of a department of such and such department, full name".

If you do not know who exactly violated your rights, the wording "on illegal actions of officials" is enough.

Be sure to indicate the organization, the actions of the employees of which you consider illegal.

As a last resort, you can simply title the document "appeal".

Step 3

In the substantive part, describe the circumstances of the incident that gave rise to the appeal: under what circumstances and in connection with what you came into contact with the official who violated your rights, when it was (if possible, up to the exact time). Reflect the essential points of your communication and the essence of the actions that do not suit you: what exactly was done (or not done), what laws do these actions contradict, what your rights are violated.

Links to specific provisions of the current legislation look especially convincing.

Step 4

At the end of the appeal, state exactly what you are asking the authority to which you are addressing the complaint: to reconsider illegal actions and to ensure compliance with the law against you, to take disciplinary action against the offender, etc., to inform you about the measures taken (here the law gives you the right to ask for a response to actual address, if it differs from the place of residence according to the passport).

Do not forget to remind you that the law prohibits sending complaints to organizations and officials, the misconduct of which is discussed in a particular appeal.

The list of requests is best written in a numbered list.

Step 5

If you plan to send a complaint by mail or take it in person, be sure to sign and date it.

When using the online application form on the website of the organization to which it is addressed, it is enough to give the command "send" and, if necessary, undergo an anti-spam check in accordance with the instructions on the website.
