Step 1

• If a child leaves the country unaccompanied by adults, he must have a passport and the consent of the parents (or other representatives of the child) for the departure of a citizen of the Russian Federation who has not reached the age of majority.

• If the child leaves the country as part of a group, consent to leave must be obtained from both parents (or other representatives of the child).
