Step 1
Prepare a package of documents required for the execution of a water use agreement. For individuals, this is a copy of the passport (or a replacement identity document), a certificate from the tax service of registration, calculation of the volume of water intake, a list of planned water management activities, calculation of payment for the use of water resources. Take a complete list of required documents from the territorial authority of Rosvodresursy located at the location of the proposed water use.
Step 2
When drawing up a water use agreement for a legal entity, include in the list of documents an extract from the Unified State Register of Legal Entities, as well as constituent documents. If the contract is drawn up for an individual entrepreneur, take an extract from the Unified State Register of Individual Entrepreneurs.
Step 3
Attach a complete package of documents to the application for the use of a specific water body for water intake. Draw up the application in the form adopted in accordance with the order of the Ministry of Natural Resources of Russia dated May 22, 2007. Take a sample form on the official website of the Ministry, or ask for the form in the territorial body of Rosvodoresursov.
Step 4
If necessary, seek a free consultation from the official providing consultations (both in person and by phone and e-mail) at the territorial office of the RVS. Please note that a written answer to a question can be given within 30 calendar days, and an answer to an electronic appeal - within 15 calendar days.
Step 5
If you cannot cope with the execution of numerous documents, use the services of private firms offering to take upon yourself the collection of a full permitting package for the execution of a water use agreement. Most specialists, for a fee, can also accompany an individual or a representative of a legal entity throughout the entire time that the contract is concluded. A permit for water use can be given both within 35 days (in the absence of others willing to withdraw water from the same water resource), and based on the results of an auction.
