A fire broke out, the duty units of the fire brigade were called and the fire was extinguished. What to do next? The first thing that the commander of this unit must do is draw up a Fire Act.
Fire documents
The fire report must be drawn up in duplicate at the place of fire. The act must contain the signatures of the owner of the facility and the commander of the fire department. If the incident is qualified as a fire, then the Act fixes the cause of the occurrence (possible), as well as a list of fire-fighting actions.
If the fire was extinguished before the arrival of the fire service, then a protocol of an oral statement about the fire is drawn up.
Also, in the event of a fire, the following documents are issued:
- protocol of inspection of the fire site;
- written explanation of the circumstances of the fire;
- in case of refusal to initiate a criminal case, a resolution is drawn up.
Investigation of the causes of fire
Investigation and statistics are carried out regardless of the causes of the fire. But there are exceptions. For example, when coal, peat and oil shale fire in warehouses, as a result of which the fire did not spread. And also in places of fuel combustion, boiler malfunction, which led to the occurrence of ignition, short circuits and fire of power lines.
If the fire was caused by the activities of other organizations, then representatives of these organizations are involved in the investigation.
In those circumstances, when people died in a fire, the intervention of the investigating authorities is necessary, and in the case of mass deaths, the prosecutor's office is involved. GPN is investigating cases of fire that did not lead to casualties. A forensic medical examination is mandatory.
When a large material damage is inflicted, along with the GPN, the investigators of the ROVD are involved in the case. When drawing up the Protocol for the inspection of the place, the seizure of evidence is carried out for laboratory tests in the IPL. On the basis of the conclusion of the Fire Testing Laboratory, a Technical conclusion is drawn up on the causes of the fire. In the conclusion, on the basis of all the data obtained, a forensic-fire-technical conclusion is drawn up.
Based on the above, a scheme is proposed:
- immediately after arriving at the scene, a Fire Act is drawn up;
- an inspection of the site and the seizure of evidence are carried out;
- a survey of victims and witnesses is carried out;
- material evidence is sent for analysis.
The investigator determines the degree of damage and makes a decision on the appointment of expert examinations and then makes a decision to initiate a criminal case or terminate the investigation.
