Step 1
First, make sure that the situation is really that terrible and neglected. Remember that if you are a relative, then this will greatly facilitate your task. However, with the proper approach to collecting documents, even being neighbors, you can win the right to raise a child for yourself.
Step 2
Document in the Department of Internal Affairs the facts of the actual offenses that have occurred, which will be the basis for your further actions.
Step 3
If the situation really requires intervention, apply with a letter to the guardianship authorities. Have them document violations and unsuitable living conditions for the child.
Step 4
If you are going not only to deprive the rights, but to take the child for yourself, then you better turn to the prosecutor's office with a statement. They will collect all the necessary documents and take the case to court. In this case, the process will take a little more than 4 months.
Step 5
If you are sure that you yourself are able to provide the entire package of necessary papers and conclusions, then you can immediately apply to the court. But for this you must attach all important documents to it. The list of these documents may vary depending on the complexity of the situation. For example, if it is reliably known that the child's mother uses drugs, then you need a certificate from the drug dispensary. Also, in the case of a terrible sanitary and hygienic situation in the house, you must provide a document from the sanitary and epidemiological station.

Make sure you have witnesses. At least two people are needed who can truly acknowledge acts of violence or gross neglect of the child.
