Step 1

To recognize a dwelling as dilapidated, it is necessary to submit an application on behalf of the residents of the house to a certain organization. On the basis of this document, a special commission is created, which resolves such issues. As a rule, it includes employees of housing and communal services, BTI specialists, designers, representatives of executive authorities, etc.

Step 2

Then, you should contact the BTI to find out the degree of depreciation and the residual value of the house, which are issued along with a copy of the technical passport.

Step 3

After that, BTI workers prepare a plan for the house. Its original will be handed over to you within a month from the date of submission of the application.

Step 4

The owner of the dwelling is obliged to provide acts for the last 3 years on the inspection of the house, which lists all types and amount of work performed during this period of time.

Step 5

The conclusion of the body of the sanitary-epidemiological service is also necessary. You should apply to the relevant services with an application for the issue of a document. In the same way, get the decision of the state fire service body.

Step 6

In accordance with the law, residents of the house are required to provide letters about the unsatisfactory condition of the dwelling. You should pay attention to all leaks, breakdowns and indicate this when applying.

The design and survey organization issues a conclusion on the technical condition of the house based on the results of the examination of the supporting structures, indicating the category of unsuitability of the residential building.

Step 8

The Housing Inspectorate of the constituent entity of the Russian Federation issues an act on the results of measures taken in relation to a residential building for state control of compliance with the provisions of the housing legislation of the Russian Federation on the use and safety of housing stock and a conclusion on the sanitary and living conditions of a residential building.

Step 9

The Commission has the right to demand other documents necessary to resolve the issue of recognizing a house as dilapidated housing.

Step 10

In the event that the applicant is a body authorized to conduct state control and supervision, an appropriate conclusion is submitted to the commission, after consideration of which, the commission invites the homeowner to present the specified documents.

By law, the commission makes a decision within 30 days. The house, which will be recognized as dilapidated, will be included in the program for resettlement of people.
