The compulsory medical insurance policy is a document by which you can get a list of medical services provided for by compulsory health insurance. According to Federal Law No. 326, a new type of medical policy is valid throughout the Russian Federation, regardless of the place of registration of the insured person.

Instructions
Step 1
If you have received a new type of medical policy at your place of work or place of residence, you have the right to be served in any medical institution on the territory of the Russian Federation, regardless of your place of registration or actual place of residence.
Step 2
When you visit a medical institution, you have the right to only demand a health insurance policy and a pension insurance certificate. The place of your registration does not matter at all, so there is absolutely no need to attach the policy to a specific clinic, as it was done before.
Step 3
The medical insurance company pays for your medical care regardless of which clinic you go to and which medical institution you are receiving treatment.
Step 4
If you are required to do something other than the specified documents and do not want to serve you, referring to the fact that your place of residence does not belong to the medical institution you applied to, ask for a written refusal with an indication of the reason.
Step 5
Contact the health department in your area. You can do this in person or send a letter by mail and call the indicated authority in one to two weeks.
Step 6
This was done before, until the Federal Law No. 326 came into force, which came into force on January 1, 2011. Although many clinics still refuse to admit citizens, citing that it is necessary to apply at the place of registration.
Step 7
In accordance with this, there is absolutely no need for you to attach anything or to receive from the health department of your region a coupon for attachment to a medical institution not at the place of permanent registration. You have the right to be served in the health care facility that you trust most or which is most convenient for you to go to.
