Registration, and in the old way - registration, is a mandatory procedure for all citizens of Russia, as well as guests of the country. Citizens are registered by the bodies of the Federal Migration Service through passport officers, which are available in each HOA, housing department or management company. Step 1
Information about citizens registered at the place of residence is entered by passport officers in the house book and apartment card. In order to obtain information about who is registered in the apartment or house you are interested in, you need to contact the passport office or the housing office of the district with a document proving your identity and order an extract from the house book.
Keep in mind that this procedure is only available to homeowners, so if you try to get information about an apartment that does not belong to you, the passport officer must refuse you.
Step 2
There is a way out of the situation - issue a power of attorney to obtain information about registered citizens. for this, together with the owner of the property, you need to contact a notary, and only then to the passport office.
Step 3
Alternatively, you can submit a request to the Federal Migration Service. To do this, you need to come to the FMS with a document proving your identity, and write an application-request in the established form.
The deadline for the execution of a written request for information is no more than 30 days. This information is provided without any fees and commissions.
However, remember that in accordance with the federal law "On Personal Data", reference information in relation to other persons is not subject to disagreement without the consent of the owner.

The response to the request is being prepared in accordance with the order of the FMS of Russia No. 422 of October 29, 2007 "On the approval of the Administrative Regulations for the execution by the Federal Migration Service of the state function of organizing and conducting address and reference work", which means that before answering you, the employee The FMS will send a request to the address you are interested in, in which it will indicate that you (full name) are interested in some information regarding registered persons, indicate the purpose for which you are interested, and ask them to consent to the provision of such data or to contact you on their own.
