- democratic governance in the education sector;

- free of charge for all types of education;

- compulsory basic general education.

The value of educational law lies in the support that science can provide in the implementation of rule-making and law enforcement activities. The scientific principle is a necessary condition for the effectiveness of education management and the effectiveness of the state educational policy. Educational law as a branch of legal law is designed to facilitate educational reform in Russia. In addition, on its basis, the personnel structure of employees of educational institutions should be formed. The state policy is aimed at tightening control over the observance of legislation in the field of education.
