"Cloud computing" is a way of organizing quick access to the resources of a large number of computers or entire computer centers. It allows you to use enough power for computing and storing information without having to purchase all the necessary equipment.

Distributed computing has been used in the past, but now the development of the Internet has reached a level that allows it to be made available to a large number of private, corporate or government users. Therefore, specialized companies have appeared in the world that are engaged in the supply of a new service - access to "cloud" computer resources. Such a service has already been organized, for example, by Microsoft Corporation and manufacturers of terminals for exchange trading. In Russia, access to cloud computing can provide a significant boost to many government programs. Even in small businesses, relatively cheap and easy access to large computing power can open up new opportunities.

However, the use of a distributed computer network, which is not the property of the user, requires the introduction of legal norms that are not yet in the legislation. They must establish the rules for the relationship between the cloud service provider and their consumer, ensure the security of information during its distributed processing, and define the areas of responsibility of the user and the provider. This requires amending both the administrative and criminal codes of the Russian Federation, but experts from the Ministry of Internal Affairs and the FSB believe that the security of information using cloud technologies will be even higher than existing today.

The concept of such a bill is already being developed. The initiator of this process was the "Association of Cloud Technologies", which brought together the most interested in such a law providers of a new service. The work is at the very beginning, and the wording of the provision of the law is not yet discussed.
