In modern Russian society, there are people with disabilities, including disabled people of the second group - quite serious, according to the current legislation. In order to support and reduce the tax burden, the government has developed special benefits for real estate for these segments of the population.
What does the second group of disabilities mean?
In Russia, there is a law on the social protection of disabled people, also referred to as Federal Law No. 181. In accordance with it, the second category of disability is assigned to people with moderate health disorders. Such citizens may have partial legal capacity, but from time to time they need the help of strangers, for example, to leave the house and board transport.
In the designated Federal Law, specific diseases are also indicated, the presence of which requires the assignment of a second disability group to a person. These are various disorders of the systems of vision, hearing and touch, as well as the motor apparatus, mental deviations, etc. At the same time, the corresponding state remains in a person for 15 years or more, or there is a conclusion of the bureau of medical and social examination about the hopelessness in the treatment of certain deviations. Disabled people of the 2nd group can get a job at will and opportunities, but at the same time they are assigned a monthly disability pension.
Tax incentives for disabled people of the second group
Disabled people of the 2nd group are exempt from paying property tax, so they can save up to ten thousand rubles annually. This benefit is mandatorily provided for by both all-Russian legislative and municipal acts. In this case, the tax will not be levied regardless of the type of real estate - an apartment or a house, as well as the number of objects owned by a person.
It is worth noting that the current degree of disability must be confirmed at the bureau of medical and social expertise annually, if the person does not have a conclusion on permanent disability. Otherwise, a citizen may be recognized as fully capable, and then notifications about the amount and timing of payment of real estate tax and others will start compulsorily when visiting the person's place of residence. At the same time, people with disabilities have the right to submit an application to improve their housing conditions through the MFC to local governments, if they do not comply with current legislative norms.
